What often matters
Who is responsible often turns on who had notice of the hazard, and for how long. A photograph of the condition, as it was when you fell, matters. Ask, or have someone ask, whether a camera covered the spot, and who saw it. Write down names.
A fall in front of a small house is not the same question as a fall in front of a larger building or a store. Call, and describe the building.
